Cleburne Emmancipation - 1 Jan 1864

Maj. Gen. Patrick Cleburne proposes that the Confederacy offers emancipation to slaves who serve in the southern army. His suggestion is politely rebuked by his fellow generals who are shocked by the suggestion.
